On the third (3rd) anniversary of 2017 Marawi siege, national president of 1BANGSA Maulana โAlanโ Balangi-Amer has urge scattered Marawi internally displaced persons (IDPs) to get back home following their enrollment to โBalik Probinsya, Balik Pag-asa (BPBP)โ program.
1BANGSA advised Marawi IDPs better to be homed and look for decent livelihood in their province Lanao del sur than striving in hunger in congested and quarantined National Capital Region (NCR) which is also a place where Muslims discriminated.
On May 23, 2017, Marawi residents hurriedly evacuated to several areas outside defunct Autonomous Region in Muslim Mindanao (ARMM) before brute clash between government troops and combined local armed groups Maute-Abu Sayyaf in this city that has ended on October 23, 2017 and left damaged properties, hundreds of unidentified civilians killed, and still missing children and women.
Balangi-Amer remarks, โIt was noted that many are striving in NCR and some part of northern Luzon and Calabarzon.โ He continued, โthey are often seen in the deadlines in Metro Manila ... and also victims of crackdown and clearing operation of the LGUs ordered by the DILG and yet they are those mostly affected sectors by Covid-19 crisis.โ
1BANGSA has received several reports from Bangsamoro people outside defunct ARMM now Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) whose subjects were noted to be excluded from local governmentโs relief assistance particularly the Social Amelioration Program (SAP), according to Balangi-Amer.
BPBP or the Executive No. 114 series of 2020 relocates constituents back to their respective provinces and balances regional development in the country in contest against the crisis caused by the threat of unprecedented global pandemic.

Following the ratification of Republic Act No. 11054 or known as Bangsamoro Organic Law (BOL) in a plebiscite on January 29, 2019 which replaced ARMM to BARMM in parliamentary form of government, the Bangsamoro people outside the newly recognized sub-state remains under the protection of the law, Balangi-Amer said. He added that every LGUs must be aware of their obligation providing assistance to Bangsamoro people in their jurisdiction as prescribed under Section 12, Article IV, BOL.
The expanded Bangsamoro land by law is considered to be honored legacy of President Rodrigo R. Duterte as it put an end to long-decade conflict in Mindanao and corrects historical injustices committed against its people, Balangi-Amer said.
He added the Bangsamoro people outside BARMM have dismayed to LGUs following discrimination against them done in their whereabouts with the effectiveness of BOL in national phase.

Marawi IDPs whose located outside BARMM could face greater extent of poverty eftsoons when they are relocated to their home province, the recorded poorest province in country, without further response to poverty in the area, according Balangi-Amer.
Balangi-Amer following his letter to Senator Go said the Senate Bill for Lake Lanao development office is still pending in both House of legislators. He added the proposed regional office called โRanaw Development Officeโ also pending in BARMM lawmaking body.
The said lake produces 65% electrical power in entire Mindanao and has area of 340 square kilometers. It is energy-producing body that also can be agri-fishery body, Balangi-Amer said.
Despite managerial concern, Balangi-Amer said that โan executive order establishing such office under the office of the Presidentโ is applicable to eliminate poverty in Lanao del sur as BPBP also aimed.
